What actions can I take against a lawyer who was paid in full for his services but did not complete ths job and is now not returning any informative calls

Contact the Illinois Attorney Registration & Disciplinary Commission (ARDC), and if need be find a replacement attorney for both your unfinished business and to try to deal with this issue.
