Adoption to an unmarried couple

My sister has a 4 yr old daughter and has tried to collect child support through the courts from the birth father. He has paid very little and has recently stopped all together and has quite a hefty balance of over 15K. He has no contact with my niece or sister. My sister lives with her current boyfriend and she is pregnant. Her boyfriend is interested in legally adopting my niece, but they are not married. Is that still possible to accomplish?

Yes, it is. But the couple will have to show stability and so on, just like a married couple.
