Can an adult sibling be sued by another adult sibling for emotional abandonment?

In this country anyone can sue anyone. However to establish liability you have to show the defendant owed a legal duty to the defendant.What legal duty did the sibling owe to the person suing? What legal duty does a sibling have to provide "emotional " support to a sibling? This is a question more properly asked of a personal injury layer, but i have never seen a reported case that finds such liability.
