Army Vet getting served

My brother just got home on leave from Afghanistan in which he will be home for 2 weeks. He got in contact with his soon to be ex-wife to try to meet up and talk things out. Once she knew he was home, she told her lawyer. This Lawyer then sent a process server to serve my brother while he is in town before he heads back to Afghanistan. I wanted to know if hey can even do that because he is on active duty. I think it has deal with soldiers and sailors act.

He needs to get an attorney and respond to the Petition. If he wants to get the divorce as well, why not just get an attorney and wrap it up?
