value of bond set
Is it legal in IL for the court to set bond too high for the accused to post, with intention of keeping him in custody for a bondable offense?
If the bond is set too high, then it is not possible to bond out. What right does the accused have to be able to bond out?

The court can set whatever bail it wants. There are no "legal" limits or amounts. The US and Illinois Constitutions guarantee the setting of reasonable bail. "Reasonable" is open to interpretation. You can always ask for a bail reduction hearing at the next courtdate, or the next judge. One caviat, though. The state can ask to increase the bail.
