Legal Question in Family Law in Illinois

My soon to be ex brother in law filed an order of protection against my sister in one county. That request was denied. So he went to another county and was granted an order of protection because of pictures of my nieces when they were dirty from just having played outside. Please help me understand how this is right to go from one county to another until you get what you want.

It isn't. He had a duty to advise the court that another court had denied the request and should be sanctioned by the new judge.
