Legal Question in Family Law in Illinois

my brothers divorce agreement states that he can take the kids out of the state of ILL for vacations or visitations without the permission of the court or their mother as long as he lets her know where they will be going and gives her a phone number. She is threatening to have him arrested if he brings them to Indiana to vacation for a couple weeks with me for child abduction. He has custody of two of the four kids and they cant get into court for three weeks to talk to a judge. Can she have him arrested?

As long as he complies with the judgment, she can do nothing; any thing she does would be false arrest, subjecting her to suit
