C an the father of a child, stop the mother from moving to another state with the child if he is not on the birth certifcate?

Yes, provided that he can prove that he is the father of the child and that he has a relationship with the child including having exercised visitation and paid support. Its complicated and you will have to hire an attorney and proceed with the matter in court.
