My son is now 12 years old. His biological father left before he was born and I never heard from him again until last month. He wants to meet my son and be involved in his life now. Does he legally have any rights still?

Is this guy the LEGAL father too? Biological doesn't matter as far as his legal rights are concerned. For him to be legal father he would either need to be on birth certificate and/or signed a document called voluntary acknowledgment of paternity or a court has ruled that he's the father often after dna testing. And then even after one of these two things is done, he needs to get his rights set out in court...i.e. his visitation time, ect.
So I guess it's sort of likely up to you as to what you want to offer him...you could take a hard line and say you're not seeing your son and if he really wanted to he then would be forced to seek court intervention. Another side to consider is that you every right to seek financial support from him...do you know about his financial circumstances? This could be a lot of money at stake.
