my child is 17 with a baby and she wants to come live with me, can she without mothers permission?

Child can leave home of her own volition at 17. Custodial parent cannot put her out before she is 18, however. This will not stop Mom from reporting her as a runaway or causing other problems. You are best to talk to Mom and make arrangements with her. The problem with her leaving and taking the child with her is that it may be harmful to the baby and could result in her being investigated by DCFS.
