child name change illegally

someone changed my daughter last name to my maiden name when she was 8 yrs old & I learned this when she turned 29. I am trying to get a sealed document opened to learn the originator of the request & change her name back. Original birth certificate is missing & my ex-hub also wants to get to the bottom of this but I think he did this. Please advise. thanks

Why?

Just order the birth certificate. It will show what county it was changed in. There is nothing you can do about this now.
