when a custodial parent makes a verbal agreemet about added visitations w/the noncustodial parent is the custodial parent legally bound by that verbal agreement?

No. Only court orders affect matters concerning visitation and custody. However, it is always hoped that parents can be flexible and accomodate each other. In the absence of agreement the court order governs.
