My ex-husband who has physical custody of our 15 year old daughter, has just moved in his girlfriend who has a 15 year old son who his also living with them.
Is this legal?

Generally this is not going to be something you can contest...we hear this complaint all the time but the courts aren't stopping this. That said, every judgment can have its own specific provisions...does yours limit this behavior? Most judgments typically have some vague language about "morality" but they don't specifically limit much of anything.
All this being said, this might be a good time to seek a custody change if your daughter isn't happy about it. Typically getting a new step parent or another step sibling or just a conjugal relationship like this is the strongest basis for a custody change. You may want to monitor your daughter's well-being very closely over the next few months.
