Can child support arrears be negotiated in Chicago if the custodial parent will not sign a release of the arrearage against the non-custodial parent?

Hello. In my opinion, most Judges, especially at places like the Daley Center in Chicago, will not permit arrears negotiations, without the agreement of the custodial parent. If you have not already gotten a lawyer to represent you, do so right away. Legal representation certainly is the best way to proceed.
