how is child support assigned if your husband is considered self employed and income tax isn't taken out of his paycheck

Assigned? If he is being paid by someone on a regular basis, they can be served with a Notice to Withhold and the Uniform Order of Support. If the person does not honor the withholding, they are subject to severe penalties.
