Can a father that is paying child support, lets say... 20% of his income, which equals well over 50% of childs expences of living...have rights to split, lets say every other year, claiming of child on income tax??

A father in that situation has a great argument for alternating years of claiming the child. A proper motion filed before the court should do the trick.
Re: Child support issue
Yes, you certainly can make the argument given your situation.
Not only that, you may also suggest to your spouse that you claim the child every year in exchange for giving a portion of the tax savings. (If you will save $10,000 in taxes and she saves $2000, pay her the 2000 she would save plus an extra $2000 and you still come ahead by $6000).
