Child Support payment increases

Can child support given to custodial parent be increased when the household income of non-custodial parent marries and then the household income increases due to new spouses income?

If yes, can the non-custodial parent prevent this this increase by use of a premaritial agreement?

Generally, except in unusual circumstances, the income of the new spouse of the non-custodial parent has no effect o child support obligations of the non-custodial parent; he/she is not the parent of the child and has no support obligation.
