My exhusband quit making child support payments, is he still entitled to visitation rights

Yes. They are two completely separate issues. Providing that developing the child-parent bond necessary for healthy child development is unrelated to financial support.

Regarding your child support issue: you need to get an attorney, file a post-decree petition, and go to court to get the money you're owed.

Visitation and child support are two distinct entities. In other words, you cannot withhold visitation for not receiving child support. I would suggest filing a Petition for Rule to hold him in contempt for violating the court order which requires him to pay support and maybe a motion to modify visitation on some other basis if he is not following his visitation. Visitation rights are not dependent upon making child support payments. Your children are entitled to have a relationship with both parents. If the father is not making court ordered payments, bring him back to court on contempt proceedings, reduce the debt to judgment and make collection efforts and/or refer the matter to the local DA, many of which have departments for the enforcement of child support. You can get, in many States, payments from the State for child support and the State pursues the non-paying parent.
