child support and visitation our rights

i am the mother of a 3 yr old. her father signed voluntary paternity when she was born. we split up when she was 4 mo. he has only seen her maybe 8 times since then. he has gotten married and enlisted in the military. he is being deployed overseas in two weeks and called me requesting that i sign a paper to get my daughter a passport. he has not even seen her since july and then he only saw her 3 times this summer. before that it had been over a year. she does not know him. i told him that i would not send her to italy. i am afraid that he might try to kidnap her since his wife cannot have kids. what are our rights? he has paid child support for 3 months now. $221/mo. there is not order from the court for custody or visitation. i have just always taken care of her. i've always told him that he could see her whenever as long as she stayed within my sight. he has anger probs and i fear for her. he owes over $3000 in back support. what should i do? he said that the military told him that if i wouldn't sign the paper, we would have to go to court. but how can that be done when he is going overseas? we live in IL.

Hello. Your child's father has no right to take your daughter out of the country. He does not have custody

and I think you are correct in your concerns. I suggests that you make sure he has a life insurance policy and is on schedule to pay current and past child support. Will be happy to discuss this with you further and in more detail.
