Legal Question in Family Law in Illinois
My children are now 13 and 16, their dad was awarded custody in illinois. Since then I have moved out of state and they are asking can they live with me in Neveda, are they able to make there own decision of which parent they want to live with and how? Who pays for this or is it free?

They can make their own decision when they are 18. Until then a court in Illinois, assuming that is where you were divorced, makes the decision. You can file, in Illinois, a motion for their custody. If Dad does not agree, you have to fight the battle in Illinois.
