Legal Question in Family Law in Illinois

My children are in state care. They have been abused by foster and state agency staff (including 200# adult sitting on my child because "she gets on my nerves." Youngest has autism and has been rushed in full body charge with arm raised as if to strike her. Threats were made "I'll bust your head." Character assassination "You're bad." "She's sick and needs help." Agency staff got right in daughter's face and yelled "You have no rights unless I say you do!" This after my daughter stated that she is an American citizen and has civil rights. I reported this and agency retaliated and conducted "damage control" by placing oldest girl (almost 18) in psych ward on drugs with no one being informed of her location and no contact with mom. I have not seen any of my children in weeks despite court order. Agency and public guardian stated that they will remove case to another jurisdiction if I attempt to emancipate oldest girl. Public defender does nothing and told me I "have no rights". My parental rights have not been terminated and goal of court is return home to mom.
