Legal Question in Family Law in Illinois

My childrens father has said he is planning on signing his rights to the girls away. I think this is an attempt to get out of child support. If he does sign his rights over, will he still be obligated to pay child support?

The only way he can "sign his rights over" is for your new husband to adopt your children.
