College Education Finances

I am divorced and have a child in college. Her father and I divorced when she was 2 years old so the decree does not mention anything about college. She turned 18 in 2005 and her father stopped paying support on the day she graduated from high school and refuses to help pay for college expenses. Does he have any legal obligation to help her?
