Can a non custodial parent take a child in for a drug test w/o the custodial parents permission?

Sure, as long as the non custodial parent has joint legal custody. Its their kid too.

The testing facility will likely have you sign documents which will require you to affirm that you have the right to have the child tested. It is possible that you do not have rights if the custodial parent has sole custody. If you have joint custody then you certainly can.
