custody

My sister's soon-to-be ex-husband did not turn the children over to her this weekend per their schedule that they have used for the past year. They do not yet have a temporary custody order. Does she have any recourse?

She needs to get an order entered by the court dealing with custody and visitation. If it is informal, then the failure to turn over the kids is a he said she said. He will say they agreed not to.
