my daughter had a baby 14 months ago, she is currently going to college living on campus loving the "life", she no longer want to care for her baby, the baby has been living with me his grandma, this whole time , I have taken care of him since day 1, how can I adopt him if she decides to give him up?

There a father who must be considered in this issue. If both Dad and Mom consent, they you, grandma, can adopt the child as a related uncontested adoption. If that is not the case, Dad can seek custody of the child if Mom is not prepared and willing to raise the child.
