Legal Question in Family Law in Illinois

I have a daughter that lives in california who is now 5 yrs old. i haven't seen her since she was 3 months old. She was concieved during a rape while I was very intoxicated and ovlivious to what was going on. I want to sign over my parental rights. Her grandmother was saposed to adopt her but hasnt. I live in illinois I don't know what to do. Her grandmother wrote me and said to go sign over my rights. But she wont go to court and request for me to do so. What do i do?
