Day Care costs Vs. Baby Setting costs

I currently am court ordered to pay for 1/2 of day care cost of my child (8 yrs) directly to the day care provider. What I want to know is in the State of Illinois is there a law that defines a Day Care provider? If so where can I locate such information?

The reason for this question is the 'Day Care' provider refuses to supply me with dates/times of services being provided and tells me that I owe her the full amount of 1/2 of day care costs even when the child is not being cared by her.

The Illinois DCFS outlines what must be done to obtain licenses. Check with the town, county, state wherein you reside and call for specifics under the Freedom of Information Act.
