Definition of Sole Custody

My custody agreement says I have ''permanent care and custody'' of my two children, and their father must have all visits supervised. I plan to take my children to Mexico, and Authorities specify ''Sole'' custody. Their father won't sign a release for travel without concessions on the supervised visits. Do I have Sole custody, as defined by 'Permanent Care and Custody''?

No. You need to go to court if he will not agree. You are the residential parent, but it is almost certain that the father still has joint legal custody (which is all he needs to block your trip).
