divorce decree change

does changing your health insurance from a 'traditional' plan to a HDHP (high deductible health plan) constitute a 'substantial change in circumstance' with reference to divorce matters? My ex is claiming that since his company now provides this type of insurance that he should not have to maintain the health coverage on our minor child, as our decree states he must. In addition, he is requesting that I carry insurance for our daughter through my current husband's company, claiming that my current husband has a 'better' policy than his HDHP. Is there any merit to either of these issues: substantial change in circumstance and requesting insurance through step-parent's company?
