Legal Question in Family Law in Illinois

In my divorce decree, there are no specifics as to what is reasonable visitation. I the Petitioner is hereby awarded the sole custody, care, control and education of the minor child herin named with the Petitioner as residential parent and with reasonable visitation by respondent; that the issue of visitation is hereby reserved...what does hereby reserved mean in this case? My son is 4yrs old with special needs. He has not seen his father in over 21/2 yrs and or more. Dad doesn't take the time to see him, barely stays in contact thru phone, email, postal mail, video chat etc. Dad is also active army, and is stationed in another state. He has asked for our son to be with him for several months, sometimes asks for several years, and since my son doesn't know his dad not one bit, its like i would be sending him off to a stranger, so I ask him to come to Chgo to visit and build a relationship then we can work something out, and thats not working for him. So in the state of IL, am i going aganist the law by not sending our son to another state when dad asks for him?

Stick to the wording of your decree. If the decree is silent, then no obligation exists.
