what does this mean?

If any party for any reason shall fail or refuse to execute such documents then it is hereby expressly declared that this agreement shall constitur a full and present transfer, assignment and conveyance of all rights hereinabove designated to be transferred, assigned and conveyed and a full, present and effective relinquishment and waiver of all right hereinabove designated to be relinquished and waived.

First, you should be asking your lawyer to interpret your judgment of divorce. However, it means that if you don't sign the documents that you're supposed to sign, the judgment will act instead of your signature to transfer the asset.
