My divorce states that my ex and I are equally responsible for our children's college expenses. He refuses to pay and I can't afford attorney's fees. What can I do?

You get your attorney fees back with a rule to show cause, which is traditionally filed when one party refuses to honor a support obligation. Or you can try to motion the issue up on your own.
