Legal Question in Family Law in Illinois

If due to a final divorce, the decree reads that the ex-spouse will receive in excess of $10,000.00 to offset marital property, can a third party (ie: Mother of the ex-husband who borrowed monies to him) lien the $10,000.00 and if so, how can they do that?

If Mother has a judgment against ex-husband, then she can serve a Citation on Exc-wife which may allow her to receive the $10K. But she has to have a final judgment against her son.
