Legal Question in Family Law in Illinois

I have emergency custody of my daughter because her mother was an heroin addict and her husband as well. She says she has quit and is taking a drug named suboxon but has only been clean for a month, but her husband has gotten any help. Now she has filed a motion to the court for joint custody. As much as i want my daughter to be able to see her mother i am still woried about her relapsing and her husband still using. My question is do you think the judge will grant this and what can i do to make sure my daughter is safe?
