If my mother is living with my sister can she bury or cremate her without notifying me? She also refuses to let other family see her.

You can go to court and have the judge force your sister to allow visitors to see your mother. As to the bury/cremate question, she could do that on a practical level, since you would not know until its too late. You can also get a court order for that to not happen.
