Legal Question in Family Law in Illinois

father has full custody, mother is mentally ill, sees children only through supervised visits, father is responsible for all medical and financially for children, he was ordered to pay ex wife maintenance for rehabilitation however, ex wife cannot work due to her ill health, and she never was home during their marriage to take care of children she was in mental hospitals, does he still have to pay her?

If a Judge said that he has to pay her then he has to pay her.
