Legal Question in Family Law in Illinois

My fiance has a child with someone who is impoosible to deal with. He is verbally abusive when confronted with anything, and just impossible to talk to. He is married and constantly threatens that he will get custody of their child because he is. They signed papers when they were young (20 yrs old) but do not follow them at all. She even waived child support in them. I went through a divorce with a child recently and was told the woman has all the rights and i was lucky to get what i did(3.5 days visitation , paying 20% child support) What would it take for him to get custody? What would it take to get him to pay child support?

Parentage cases are slightly different from divorce cases. It is possible that she reached an agreement that is not modifiable, but that is highly unlikely. Child support, in theory, is always modifiable, as is visitation.
