can my ex fiance pack her stuff and move to another state without permission

She's not a slave and you don't own her. I assume she's over 18. BTW whose permission would she need and why?

If you have a kid involved, which you do not mention, no she can not legally leave if there is a support order entered by a court. If no kids, what right to you have to keep her here?

I am assuming you mean the tow of you have a child together. an adult can always leave the state (assuming they are not on parole or something similar). But a minor child may not be removed from the state by a residential parent without asking the court for permission. Let me know if you are talking about a child, or you really are trying to prevent your fiance from leaving the state.
