how can I file notice to withold retainer and order?

No idea what you're talking about. A Notice to Withhold is only for the purpose of collecting child support from the payor's paycheck. You can't force a payor to pay a retainer for your attorney (assuming that is what you are trying to do) through the use of a Notice to Withhold.
