how do you file and serve a discovery subpoena to a third party in a civil case in illinois. How can you tell if the document is legitimate?

You do not file discovery. The clerk or the atty issues the subpoena and the subpoena and witness is served on the third party, either personally or by certified mail, return receipt requested. When service is obtained you must give notice of the subpoena on the other side.
