Legal Question in Family Law in Illinois

My friend has a child with a girl, the child is now 2yrs old the mother has been evading him at every turn.. they got a DNA test and he is the father she moved to texas and is with holding the adresses what can he do to see his daughter?

File a suit in Texas. Nothing can be done in IL if they have not been here for more than 6 months.
