Legal Question in Family Law in Illinois

My ex has full custody of our son, but I have visitation rights. He is secretly planning to move our son out of state, and does not plan to tell me until the last minute. Can he do this?

Legally, unless there is an order allowing his relocation out of state, it is not proper for him to do that. Of course he can physically do it. The police will not stop him.. You need to file a motion asking that he be enjoined from leaving.
