If I give power of attorney to my daughter will she be able to use it concern my two adopted sons.

If you use the proper statutory form, you can pretty much tailor the powers your daughter will have to most of your wishes and needs. An attorney could help you because if you don't give enough powers it could create a situation where your daughter doesn't have enough powers too. Honestly, it sounds like what you really need to create is a trust for the benefit of those sons, make your daughter the trustee, and then transfer enough funds to the trust to make it work properly. A trust/probate/estate/wills attorney can help. Otherwise adopted children are not at a disadvantage simply because they were adopted.
