Giving up parental rights/child support

Hello... my son's girlfriend has a daughter living with her father in Chicago. The mother has only seen her daughter maybe 3 or 4 times in the past 8 years, the daughter is now 11. She knows her mother more as a sister than a mother, since she lives in Arizona and her daughter is in Chicago.

My son and her now have 2 children. She is suppose to be paying child support for a child that she never sees nor knows her well. She would like to give up her parental rights. How would she do this living in Arizona and her daughter living in Chicago. Also, would the mother be liable for any back child support once she gives up her rights.

First of all giving up parental rights does NOT mean that child support stops. And yes she would be liable for the money she already owes. Without more facts any further opinion would be pure speculation.
