Legal Question in Family Law in Illinois

Good Morning,

I have joint custody of my son, but according to the agreement his mother is the residential parent. As of Sunday, she and I decided that it would be best for him to live with me. He has expressed his desire to live with me to her and I , because she is a chronic user of marijuana, has a violent live-in boyfriend who hospitalized her and choked my son. My son has kept logs of her and his marijuana use in the home/car, etc. So I have asked her to make an appointment to speak with a mediator as our joint custody agreement says. She is refusing, she is refusing to put anything in writing and my son is refusing to to even visit her. I am thinking of calling DCFS, Police, etc. Any advice would be great. I live in Chicago. Thanks!
