Legal Question in Family Law in Illinois

i want to know about my right toward my granddaughter. she was placed with me sept of 2008 through DCFS for short term the parents wereto be allowed 12 months to take care of anything they needed to do to get her back, i have had her over 17 months is there anything i can do to terminated their rights and get costody?
