Legal Question in Family Law in Illinois

guardianship for grandparents/third parties

I read in the newspaper in the last 6 months about a new law (2004) that allows grandparents or a third party to petition for guardianship or custody of minors (or at least have a better chance of being awarded custody) if the custodial parent dies and the non custodial parent has been charged, convicted, or accused of domestic battery or something to this effect. But now I cannot find any information on the subject now. I do not know if it is an Illinois only law. Any help would be appreciated.

Greetings - The State of Illinois is taking a

closer look at the needs of children. The Cook

County Law Library in Chicago has an excellent
