guardianship of minor child

situation: minor child moves in with maternal aunt and uncle due to issues with step-father; in order to enroll her into school, guardianship needs to be established by aunt and uncle; can the natural mother petition to have her sister and brother-in-law to be guardian of minor child or do they have to be the petitioners?

The parent can be the petitioner, althought it is unusual for that to be the case, but the aunt and uncle are going to need to consent to it and the father (not the stepfather) is going to have to be notified and consent as well (assuming he's alive).
