Legal Question in Family Law in Illinois

my ex husband told me I have to go in front of a judge to give up my parental rights that I cant just sign the papers in front of a notary is this true or is he lieing to me cause I feel like he is trying to cause problems for me an I also live in another state

You can appear before a judge in the state where you live.
